UPDATE: "A person of interest who is believed to have information about the Mandalay Road homicide has been detained in Georgia," Richmond Police wrote in a Tuesday afternoon email. Lionel Carter, III, 23, was arrested in DeKalb County, Georgia, Sunday morning. He will have an extradition hearing before being transported back to Richmond.

RICHMOND, Va. (WTVR)—Richmond police have been investigating an early morning homicide that occurred last Friday, in the 2200 block of Mandalay Road.

At approximately 1:50 a.m. Friday, officers received a call for a disturbance and arrived on scene to discover Kadijah N. Stewart, 19, of the 700 block of Luton Lane, shot inside a vehicle. She died at the scene.

Richmond Police detectives did not believe the shooting was a random act. Tuesday evening they announced a person of interest in the case.

Investigators are looking for Lionel Carter, III, 23, of the 600 block of Westover Hills Boulevard.

Detectives believe Carter may have information about the shooting. They advise anyone who spots Carter or knows of his whereabouts to call police immediately. He is also currently being sought on several warrants unrelated to the homicide.

Anyone with information about Lionel Carter, III should contact Detective Anthony Coates at 804 517-9031. Or, if they wish to remain anonymous, they may call Crime Stoppers at 780-1000 or text Crime Stoppers at 274637, using the key word “ITip” followed by the tip.
