Richmond officer arrested for exposing himself outside mall

CHESTERFIELD COUNTY, Va. (WTVR) -- A Richmond police officer was arrested earlier this month for allegedly exposing himself in the Chesterfield Towne Center parking lot.

Chesterfield police said a woman spotted David Ruland in his vehicle with his genitals exposed on Oct. 7 around 10:45 a.m. in the mall parking lot.

Ruland was charged with indecent exposure on Oct. 11.

"It makes you question are you really here to secure us, to make us feel comfortable or not?" said Tabia Matthews, who lives in Richmond.

CBS 6's Chelsea Rarrick went to Ruland's home on Friday. When asked about the alleged incident, Ruland would not comment and said he's hired a lawyer.

Gene Lepley, a spokesperson for Richmond police, said shortly after being informed of the arrest, Ruland has been placed on administrative leave pending the outcome of an internal investigation.

Ruland has been an RPD officer since 2008. According to the city's website, he works in the departments fourth precinct.

Those who live in that area said the alleged incident is disappointing, but said they don't think it will affect the overall image of the RPD.

"You can't judge the whole department by one particular officer," said Frankie Powell.

Ruland is scheduled to appear in Chesterfield General District Court on Oct. 23.
