RICHMOND, Va. (WTVR) – The woman accused of killing a man while he was driving down a Richmond road, then trying to kill a woman in Henrico County had been committed to a hospital for a mental or drug-related disorder, according to court documents.

According to a police affidavit filed in Richmond Circuit Court, Kiara L. Williams was released from Richmond Community Hospital on Aug. 7. Her release was about four hours before the alleged crime spree started.

Richmond police said around 7 p.m. that evening, Williams, 24, shot and killed Samuel Washington while he was driving down German School Road.

The same day, she's accused of abducting a woman who was able to later escape on Interstate 64 in Henrico. Police said Williams fired shots at that woman as she ran across the highway. The 21-year-old victim was not injured.

Police said Williams hid from them at her mother's house in the 200 block of Labrook Drive, before she surrendered four hours later.

Williams is charged with one count of the use of a firearm in the commission of a felony, one count of possession of a firearm by a convicted felon, and one count of attempted first-degree murder for the I-64 incident. She was indicted last week on a charge of first-degree murder in Washington’s death.
