Former Richmond police chief dies

RICHMOND, Va. (WTVR) — A former Richmond police chief died Tuesday afternoon in his home.

Colonel Frank Duling served as chief from 1967 to 1989.

Duling established a police community services unit and a community radio watch program.

Under Duling’s leadership the department also became one of the first in the state to place female officers on uniformed patrol.

He was 89.
