HENRICO COUNTY, Va. (WTVR) -  A Glen Allen man was charged with two counts of taking indecent liberties with a child under 15 after police said they saw him standing naked in the doorway of his Wyndham home.

Randye Coleman Butcher, 38, was charged on Friday. Each charge is a class 5 felony and carries up to ten years in prison.

In an arrest report, a Henrico officer wrote that Butcher was “devoid of clothes and exposed his genitals” in front of a 14-year-old and an 11-year-old child around 8:00 a.m. Friday.

According to the criminal complaint, the officer witnessed Butcher in the doorway of his Fremont Drive home that morning.

Several neighbors tells CBS 6 that they’re shocked by the charges. They said Butcher has always been a kind and thoughtful neighbor and a seemingly good father to his own children.

CBS 6 legal analyst Todd Stone said that similar charges, where people have been charged with exposing themselves on their own property, have been fiercely debated in court.

Stone said the Commonwealth must prove that Butcher’s actions were intentional and sexual in nature in order to secure a conviction.

“If someone is just standing innocently naked, then that’s not going to be enough,” Stone argues. “They have to have some sort of lascivious intent, so it has to be for some sort of sexual purposes or gratification.”
