City councilman revises proposal to impound illegally parked bikes

RICHMOND, Va. (WTVR) - City Councilman Parker Agelasto has submitted a revised version of a proposed amendment that would allow Richmond police officers to impound bicycles chained to city property.

The initial amendment, which was withdrawn from last night's meeting, allowed police to seize bikes chained to a sign or a tree owned by the city after 72 hours.

The new amendment changes that length of time to ten days for a working bike. If a bike is missing parts or visibly broken, the bike can be impounded after three days.

When a bike gets impounded, owners will have to pay a fee to get their bike back. If nobody pays the fee in 30 days or the owner isn't identified, the bike will be sold or donated to a charity.
