FREDERICKSBURG, Va. (WTVR) - Police charged a Fredericksburg man with displaying obscene materials after neighbors complained he taped pictures of naked women on his apartment door. The pictures included "full frontal nudity" police said.

James Albert Frost, 68, was arrested near his Cobblestone Apartments home, according to Fredericksburg Police spokeswoman Natatia Bledsoe. She said Frost was being held without bond at Rappahannock Regional Jail.

In addition to posting pictures of naked women on his door, neighbors told police Frost made "disturbing and inappropriate sexual remarks" to them. Police said they began receiving complaints about Frost "almost immediately" after he moved into the apartment complex last month.

In 2008, Frost was arrested in Maryland after he was accused of threatening to kill that state's governor, according to a report in the Washington Post. The article referred to Frost as a "former federal government lawyer."

The Washington Post later reported the charge was eventually dropped due to insufficient evidence.

The article also mentions Frost and his wife had recently filed for divorce. His ex-wife told police Frost had a "history of mental illness," according to court documents cited in the Washington Post article.

Police asked anyone with information about Frost to call Detective Ben Johnson at 540-654-5792.
