COLONIAL HEIGHTS, Va. (WTVR) -- The woman who has served as the elected treasurer for Colonial Heights for eight years is fearful about a plan to reorganize the city's finance department.
Treasurer Joy Moore was at a city council meeting Tuesday night that focused on a plan touted as providing long-term savings to reorganize the finance department.
"This very much should concern taxpayers," Moore said. "You need a certain checks and balances and that why this system we have works so well. No one person is in control of all the finances."
Moore said she just learned about the proposal, which would drastically change her job, on Monday.
She is also worried about her employees since the proposal has them being absorbed into the finance department.
However, Colonial Heights Mayor Scott Davis said the new plan would mean having one office, instead of two, to perform debt collections of local taxes. In fact, he said the city treasurer would still be an elected office with all the applicable state duties assigned to the office.
"And those individuals that are current employee's of the treasurer’s office, would work for the finance department, as it was proposed in the presentation this evening," Davis said.
This is not the first time Colonial Heights has looked at making changes with the treasurer's office.
In 2004, the measure was on the ballot, but was defeated by a 66-percent margin.
Moore said lawyers are looking into the latest proposal.
City council voted to have a public hearing on the re-organization at their March 12 meeting.
