RICHMOND, Va. (WTVR) -- A controversial voter ID bill is heading to Gov. Bob McDonnell.

Senator Mark Obenshain's bill requires all Virginians to bring a photo ID with them when they head to the polls.

Democrats claim that could keep thousands of minority and elderly voters from casting a ballot, but Republicans say it will prevent fraud at the polls and insure accurate elections.

If the governor signs it into law, the US Department of Justice would still have to give their approval since Virginia is considered a state with a history of voter discrimination.
