Dirty license plates hinder state road funding

(WTVR) - A new DMV study finds many drivers are cheating the system costing the state $70,000 a year.

The report says drivers are using the E-Z Pass lane, but their plates are obstructed and unreadable, so the driver can't be charged.

So Virginia State Police are looking into newer license plate designs as prevention.
