RICHMOND, Va. (WTVR) – The state is recommending a payment of $100,000 to settle a lawsuit filed by the family of a Richmond child who died while under anesthesia at a VCU clinic.

Six-year-old Jacobi Hill was undergoing a dental treatment two years ago, when the incident occurred.

Jacobi’s mother said her son’s heart stopped when a breathing tube was removed after the procedure.
