HAMPTON ROADS (WTVR) – The Virginia Department of Transportation is using radio ads to apologize for the traffic nightmare it created last weekend in Hampton Roads.

VDOT shut down two bridge-tunnels in the region, backing up traffic for miles. Some people reported waiting in traffic for five hours.
