RICHMOND, Va. (WTVR) - Norrel Elementary is scheduled to reopen after it was closed following hurricane Ernesto in 2006. Built on a landfill in the 1950's, Norrell will now house about 260 kids from Martin Luther King Middle during renovations there.

The building has been used intermittently by city Parks and Rec, but still parents in the group "Parents For Life" plan to protest against using the school to house children.

CBS 6 is investigating this conflict.
