RICHMOND, Va. (WTVR) - A Richmond developer has filed a $500,000 lawsuit against the City of Richmond. In the suit Willie Earl Bradley, claimed the city failed to live up to its part of the deal his company, Bradley Development, made with the Department of Economic Community Development.

Bradley told CBS 6 that under the city's pilot program he was to work with the city to renovate six properties in lower income neighborhoods. The renovated properties would then be rented out to families.

At first the program worked, but eventually the funds the city provided to help make the renovations stopped coming, Bradley said. He said when he started to ask about the flow of money, he got the runaround from city leaders including Richmond Mayor Dwight Jones.

"This is a pilot program. Imagine yourself being born as a child and there's no one there to nourish you and you're just out there," Bradley said at a Tuesday morning press conference called by the NAACP. "When you go [to the city] to get information, then you become a whiner."

Tammy Hawley, the press secretary for Richmond Mayor Dwight Jones, said the mayor had no comment on the lawsuit.
