RICHMOND, Va (WTVR) -- Today two dozen Richmond police officers are moving up the ranks.  It's the largest group of officers to be promoted in four years.  However today's ceremony is clouded in controversy.

The police promotions are finally moving forward after more than a month-long unexpected and unexplained delay.  Originally a ceremony was scheduled for June 15, but was cancelled two days earlier, without an explanation.

Some believed politics were to blame for the postponement, even eluding to budgetary concerns from the mayor's office for the holdup.  But a representative from Richmond Mayor Dwight Jones' office reportedly said politics were not a factor.

In fact, the officers who have already been moved into their positions--in an acting capacity, have already received raises.

In a statement from Stacy Rogers, president of the Richmond Coalition of Police, he said: "We're happy it's going forward and it's now resolved.  But people are still wondering why it took so long."

The promotion ceremony will take place at 1:00 p.m. today, July 23, at the Richmond Police Training Academy, 1202 W. Graham Road.
