RICHMOND, Va (WTVR) – Expect delays to continue along the Downtown Expressway project as they make improvements to the tolls. Crews will be on scene along the Eastbound lanes between 5th and I-95. All on and off ramps along the Downtown Expressway will remain open through the process. The left lane will be closed Eastbound. Construction is scheduled to wrap on August 11th.
