RICHMOND, Va (WTVR) Lt. Gov. Bill Bolling said that the budget could  be passed by Friday.

The Virginia state budget did not pass the Senate Tuesday; the vote was 20-19. Twenty-one votes are needed to pass the state budget.

Transportation issues in Northern Virginia and Hampton Roads area are considered the main points of contention, with light-rail extension and tunnel issues.

The missing vote is that of Senator John Edwards (D-Roanoke), although that would likely not have affected the outcome of today’s vote. Senator Chuck Colgan (D-Manassas), who previously told CBS 6 that he was going to vote for this budget, altered his vote.

Lt. Gov. Bill Bolling is typically considered the tie-breaker vote, but can not vote on budget issues.

The next step will be discussed at the Governor’s press conference, which will be held at 6:30 p.m.

The General Assembly reconvenes tomorrow for  ”veto day,” and could theoretically vote again on the budget.

Tracy Sears is covering the press conference and will have an update at 7 p.m. on CBS 6 and WTVR.com, livestream.

This has been a breaking news alert.
