RICHMOND, Va. (WTVR) - Advocates for Highway and Auto Safety released its annual report today on the progress they feel state governments have made in keeping the roadways safe.

The federal government estimates that motor vehicle crashes cost $230 billion every year.

The report gave a rating to each state based on 15 laws and how many they were able to implement from seat belts to all driver texting bans. Washington was actually put in the highest category, Idaho was in the middle and Montana was one of the worst.

Virginia received a failing grade.  Click the video to find out why the state failed!
